Meet Caleb
Service and community have been important parts of Caleb Norris’s life from an early age. Growing up in a family of pastors, he saw firsthand the value of helping others and being involved in the community. That example stayed with him through his service in the United States Marine Corps, including a memorable experience volunteering at an orphanage in Okinawa, Japan.
His commitment to service became a passion for local government while attending law school and later working as an attorney for the Arkansas Municipal League. Working with cities across Arkansas, he saw firsthand how local government decisions affect everyday lives and how capable, responsive leadership can strengthen a community. That experience helped lead him to serve Maumelle as a council member, City Attorney, and now mayor.
Outside City Hall, Caleb is a father to two sons, Caleb II and Joshua. He wants to help preserve what makes Maumelle special while making it an even better place to raise a family, build a career, enjoy retirement, and call home at every stage of life.
Issues Important to Caleb
Public Safety
One of the things people value most about Maumelle is feeling safe in the community they call home. As a former prosecutor and now Mayor, Caleb Norris has spent years working with police and fire leadership to strengthen public safety in Maumelle, from staffing and organization to competitive pay, equipment, training, and the resources they need to do their jobs well. Today, both departments are fully staffed, while continued investment in public safety includes a third fire station and a state-of-the-art joint Police and Fire Training Facility to keep Maumelle’s first responders prepared for whatever comes next.
Fiscal Responsibility
Every tax dollar represents money a Maumelle resident worked hard to earn, and City government has a responsibility to spend it with care. Since taking office, Mayor Caleb Norris has lowered Maumelle’s property taxes, reduced City debt, caught up on overdue financial audits, and strengthened the way the City manages its finances. He has also aggressively pursued outside funding, securing more than $10 million in state and federal grants to make local tax dollars go further. Fiscal responsibility means keeping taxes low, planning ahead, and investing every dollar wisely to deliver the greatest value for Maumelle residents.
Bringing People Together
What makes Maumelle feel like home is the sense of community people find here. Community is built through shared experiences, and those experiences happen when residents have opportunities to gather, celebrate, volunteer, and participate together. Mayor Caleb Norris has worked hard to expand those opportunities through community events, activities at our parks and Center on the Lake, and initiatives like Community Partners—which brings together more than 40 local nonprofits, schools, churches, businesses, civic groups, the Maumelle Area Chamber of Commerce, and City departments, including police and fire—to coordinate volunteer efforts and respond to community needs. That collaboration has helped Maumelle earn Volunteer Community of the Year recognition in back-to-back years, including being named Best City in Arkansas in 2025.
Building a Better Maumelle
Building a better Maumelle means investing in the places that make everyday life here better. Mayor Caleb Norris has worked to turn ideas and long-term plans into places residents can now enjoy, including the Maumelle splash pad and all-inclusive playground, new pickleball courts, improvements at Lake Willastein, and Millwood Station. That work is continuing, with additional trail improvements already underway or funded and new investments ahead at Lake Valencia and the Center on the Lake. The goal is not simply to build more, but to make thoughtful investments that improve quality of life, strengthen the community, and leave Maumelle better for the years ahead.
Protecting What Makes Maumelle Special
Maumelle should keep moving forward without losing the natural character that makes people want to call it home. Mayor Caleb Norris has worked to protect and strengthen the lakes, trails, trees, green spaces, and outdoor amenities that help define Maumelle. The City secured a $2.8 million grant to preserve and restore key natural areas along White Oak Bayou and is designing a future trail through the area so residents can experience more of this unique part of the community. Work is also underway to completely repave the trails at Lake Willastein, while new grant-funded improvements will extend the Woodland Trail and improve pedestrian connections. More trees are being planted throughout key public spaces, and the recently approved Lake Valencia bond project will make a major reinvestment in the boardwalk, gazebo, and surrounding trail connections. The goal is progress that protects what makes Maumelle special while giving residents even more ways to experience and enjoy it.
Proven Leadership
Maumelle residents deserve more than just ideas and good intentions from their mayor. They deserve someone who understands where the City has been, how it operates today, what residents and businesses value, and what it will take to prepare for tomorrow. The mayor is responsible for managing a complex organization, leading department heads, understanding City finances, building systems that work, and turning plans into results. Mayor Caleb Norris brings years of experience in Maumelle’s city government and a deep understanding of how its departments, projects, partnerships, and priorities fit together. He has worked to build a City government where residents have a meaningful voice, creating better ways to gather community input and use it alongside professional expertise, sound information, and long-term planning. His experience provides the context and institutional knowledge needed to move work forward on day one, while his strategic leadership allows him to look beyond immediate issues to prepare Maumelle for what comes next.
